Military Tribunals January 1, 2019. Clearing up any confusion on Guantanamo Bay, Cuba, Executive Orders, Sealed Indictments. Effective January 1, 2019 to give the Military time to build the necessary structures and staff for over 50,000 sealed indictments. Military will possibly be arresting civilians.
